According to official letter No. 15510/BTC-TCT:

In case, entities are enterprises, cooperatives which account for independently to perform collection, transport and handling of wastes with charges, the charges are their revenues, they must declare, pay VAT, CIT under regulations.

In case, State-owned entities allowed to receive the charges in the list of fees decided by Central provincial & city People's Council, the charges must not be imposed VAT.
